[Hibari isn't part of the resistance forces constantly fighting against his world's Reborn - not officially. He is a sort of contingency plan for them, assuming they could ever convince him to help, though official reports have listed him as MIA for years. They don't know where he is at any given time, though likely they would hear if he were captured or otherwise incapacitated. He keeps track of them. And of everyone. Or rather, has Kusakabe do it.
Maybe one day he'll actually step in. But if he's going to fight Reborn (which is something he definitely intends to do), he wants it to be on his terms.
